Regular Meeting

The Board of Education of USD #331 met on June 11, 2007 at 7:00 p.m. for a regular meeting at the Board of Education Office.

Welcome Guests/Patron Communications

President Allen Young called the meeting to order and welcomed the guests.  Communications were presented. 

Approval of Agenda

The agenda was approved as presented.

Consent Agenda

·        Approval of the minutes of the May 14, 2007 regular meeting

·        Approval of the clerk’s/treasurer’s reports

·        Approval of the warrants in the amount of $316,110.78

·        Approval of the Monthly Budget Report

Educational Program Updates

Melissa Hodson, Norwich Elementary School Principal, gave an update on the multi-age prescriptive learning program which was implemented at Norwich in grades Kindergarten through 2nd grade this school year.

Consideration of Request for Improvement to KHS Band Program

The board approved the request from Jacqueline Charbonneau, band instructor, to hire a drum line coach for the percussion section at Kingman High School for the 2007-2008 school year for approximately $1,500.00.

Consideration of Changes in Adult Meal Prices

The board approved the adult meal prices for the 2007-2008 school year as $2.85 for lunch and $1.65 for breakfast.

Consideration of Mileage Rate for School Buses

The board approved the mileage rate for use of a school bus as $1.60 per mile for the 2007-2008 school year which is the same as the rate for the 2006-2007 school year.

Consideration of Board Policy JDDA Drug-Free Schools  (Second Reading)

The board approved as second reading the following changes to Board Policy JDDA Drug-Free Schools:   In the second paragraph under Student Conduct the last sentence will be changed to read:  “Any student violating the terms of this policy will be reported to the appropriate law enforcement officials and will be subject to penalties as per student handbook.”  The penalties will be eliminated from the policy handbook.

Consideration of Approval for Faculty Handbooks and Athletic Handbooks

The board approved the faculty handbooks and athletic handbooks with only one change to the Norwich Athletic Handbook.  The change to the Norwich Athletic Handbook will be to allow 6th grade students to play in athletic events if there are 12 or less total players from the 7th and 8th grade classes.  The 6th grade students will only be allowed to play as junior varsity.  This will be determined on an annual basis.

Administrative Reports

Leon Albert, assistant superintendent; Melissa Hodson, Lanny Hower, Max Clark, Brent Garrison, Rick Henry, principals; and Dennis Albright, technology coordinator, gave written updates to the board.

Extensive discussion was held on the process used to determine the valedictorian and the salutatorian at the high schools.  Lanny Hower, Norwich High School Principal, will bring a proposal back to the board in August.

The board thanked Melissa Hodson, Norwich Elementary Principal, for her time in the Kingman-Norwich School District and wished her well in her new job at Derby.

Executive Session

The board held several executive sessions to discuss matters relating to non-elected personnel and negotiations.

Administrative Report by the Superintendent

Superintendent Don Mason gave a written update to the board.

Consideration of Resignations (Licensed and/or Classified)

The board approved the resignations of Ashley Smith as head softball coach at Kingman High School, Karlene Sparks as assistant volleyball coach at Kingman Elementary/Middle School, and Joan Kampling as food service cashier at Kingman Elementary/Middle School.

Consideration of Contracts (Licensed and/or Classified)

The board approved contracts for Deana Waltrip as Pre-K-8 principal at Norwich Elementary School, Janene Gillen as bus driver at Kingman, and Keri Adams as junior high assistant volleyball coach at Norwich.

Continuation of Board Self-Evaluation Process

The board reviewed the board self-evaluation process.

The board thanked Todd Dixon for his eight years of service on the board and Don Mason for his years of service to the Kingman-Norwich district.

Next Meeting and Adjournment

The board will have a special meeting on Monday, June 25, 2007 at 8:00 p.m.  The next regular meeting will be Monday, July 9, 2007 at 7:00 p.m. at the Board of Education Office.  The meeting was adjourned at 10:37 p.m.
